Dubai school fees are frozen for 2026-27: what does it mean for parents?

In May 2026, KHDA confirmed that tuition fee increases will not go ahead for the 2026-27 academic year: no Dubai private school will raise tuition, regardless of rating or costs. The announcement was issued under the directive of Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, and framed by KHDA as part of the leadership's commitment to supporting families and responding to their needs.

The context makes the decision more notable, not less: enrolment across Dubai private schools grew about 6% in the past year, and KHDA is reviewing more than 30 applications for new schools, so the freeze arrives in a growing market, not a shrinking one.

In a normal year, Dubai runs one of the most structured fee regimes anywhere: for-profit private schools may apply, individually, for a tuition increase up to the Education Cost Index, an annual figure KHDA calculates from schools' audited financial statements covering salaries, services and rent. Eligibility is tied to the school's most recent inspection rating, schools operating for fewer than three years cannot apply at all, and even an eligible application is reviewed rather than rubber-stamped. For 2025-26 the ECI was set at 2.35%, down from 2.6% the year before.

For 2026-27, that entire cycle simply does not run: no ECI-based applications, no increases. Worth knowing as background, because the machinery returns when the freeze ends, and the school you choose now re-enters it then.
